The challenge

Empower U provides outpatient therapy, in-home care, ABA and respite to children and families in New Jersey. Its services run under the state's Children's System of Care and are billed to NJ Medicaid.

Each team kept its own spreadsheet. Authorisation units could run out before anyone noticed, parents signed session notes on paper, and the same sessions were typed in once for payroll and again for Medicaid claims. Compliance was checked by hand, after the fact.

What we built

Referrals that fill themselves in

  • Upload a referral PDF or Word file and AI drafts the family, Medicaid, care manager and authorisation details for review.
  • Providers ranked on credentials, language and open slots; offers sent and answered by link.

Families and authorisations

  • One record per family: diagnoses, signers, care manager and referral agency.
  • Medicaid units used and left on every authorisation, with expiring ones flagged to the care manager.

Sessions parents sign from a link

  • Providers document each session against its authorisation.
  • Parents check and sign on their phone from a text or email link, with no account; consent for treatment works the same way.
  • Reviewers approve, return with a note or reject.

UComply: every session checked

  • An AI compliance agent marks each session compliant or needs review and records the failed checks and its reasoning.
  • Sessions synced from UCare by uploading a CSV of Cyber IDs.

Payroll and claims from the same session

  • Approved sessions flow into pay periods at each provider's rate, closed in batches with a CSV and an undo.
  • NJ Medicaid claims sent in batches through Inovalon, with statuses refreshed in the background.

Built for HIPAA, on AWS

  • 11 roles with their own screens, an audit log on every change and sign-out after 15 idle minutes.
  • Node.js on AWS Lambda, Aurora PostgreSQL, Amazon SQS with a dead-letter queue, S3 and Secrets Manager in a private network.
